William Bolts, c.1740-1808, was a merchant who was taken into the East India Company service in Calcutta. Like other civil servants he engaged in private trade, but was censured by the Court of Directors. He resigned to continue his trade, but was arrested and deported to England. In this book Bolts attacks the system of English government in Bengal, and, in particular, the arbitrary powers of the authorities.
